When you first install it asks you if you want to install the database only on this PC, the tools only on this pc, or the tools and the database on this PC.

If you install Tools and Database or install Database only, this PC is now your server. 

If you install Tools only, it then asks you what the computer name of the server is that has the database.  You type in the server computer name and then the workstation tools use that database for all its work.
