You have set the labeler to be in Print Pack Mode. While in this mode you are unable to create or edit labels - you can only print them. To disable this function go to the Tools>Options. Under the heading Mode, uncheck the Print Pack box. This will restore all of the toolbars and you will be able to design and edit labels again.
