If the scanner has already been connected in Virtual COM mode without the driver being loaded, you will need to remove it from Device Manager, then disconnect the base from the pc.
Run CP210x_VCP_Win_XP_s2K3_Vista_7.exe. It installs files to: C:\SiLabs\MCU\CP210x\Windows_XP_S2K3_Vista_7, and you will see an entry in Programs and Features in the Control Panel called "Silicon Laboratories CP210x VCP Drivers for Windows XP/2003 Server/Vista/7".
Connect the base to the pc and pair the scanner, if it is not already paired. Activate the Virtual COM mode by scanning the following from section 4.7 of the scanner's manual: Enter Setup, Activate WWS450 Cradle USB Virtual Com, Update.
Windows will install the port driver and it will show in Device Manager under Ports (COM & LPT) as "Silicon Labs CP210x USB to UART Bridhe (COM#)", where # is the assigned port number.
If you need to change the assigned port number, right click it and go to Properties > Port Settings > Advanced. Select the desired port number from the drop down menu and click OK.
Note: It may be necessary to change the version in of the driver to 6.4 in Device Manager.
