When trying to start an application in Windows XP or newer, if you get an error stating "Application Level Exception This operation is only supported on Windows 2000 SP3 or later operating systems.", check to be sure the application is not set to work in Compatibility Mode.

Right click on the icon and go to Properties, then to the Compatibility tab. If there is a check in the "Run this program in compatibility mode for:", clear the check box and click OK, then run the program again.
