I have a barcode printed on a colored background that will not scan.

Barcode scanners require significant contrast between the bars and spaces in a barcode. If the bars are black, the background needs to be a light color so that the scanner can tell the bars from the spaces. If the background color is too dark, the barcodes will not scan.
